The events from Batman Arkham Asylum, its predecessor, has taken its toll on gotham City. The story takes place one year after the events of Arkham Asylum where Quincy Sharp, former warden of Arkham Asylum, has become the new Gotham Mayor. Sharp uses his new powers as Mayor to buy out a poor section of Gotham, hired private armed contractors as security and throws all prisoners from Arkham and Black Gate inside thus creating Arkham City. Hugo Strange, hired by Sharp, is in charge to oversee Arkham City but Strange appears to have his own agendas.

The events of Arkham City begins with two-face attempting to gain notoriety amongst the criminals and inmates by attempting to publicly execute Catwoman but Batman gains awareness of this so he enters Arkham City to stop the execution. Catwoman, a sneeky predator, takes advantage of the chaos and devises a plan to steal all the wealth and jewelry that she can get her hands on.
